Abstract

The aim of the article is to provide a comprehensive analysis of the contemporary IT labor market in Ukraine, focusing on the personnel selection processes from the perspectives of the main actors – recruiters and candidates – within the context of the information society. The study presents a thorough examination of the Ukrainian IT labor market under conditions of martial law and structural socio-economic transformations. The research is aimed at identifying key trends in recruiting, the level of competition, professional mobility of IT specialists, as well as factors influencing employment and personnel selection processes. The methodological basis combines quantitative and qualitative approaches, including candidate surveys, interviews with recruiters, and an analysis of leading job search platforms. The results demonstrate a high level of competition in the IT market, uneven distribution of competition across specializations, increasing importance of soft skills alongside technical competencies, as well as growing significance of financial motivation, professional development, and flexible employment formats. The study identifies the main employment barriers, including a limited number of vacancies, elevated employer requirements, and non-transparent recruitment procedures. The findings can be utilized to improve human resource management practices,
